The Epistemic Quest
Since the late years of the 20th century, repeated stories about the marvels of Dubai had hit the media, challenging city managers worldwide to explain its ambitious fast track urban model, which had gone greater momentum till the famous financial turbulences of 2008. The envious neighbors, the skeptic underdeveloped colleagues, and the culturally diverse managers; the story of Dubai became an urban enigma rather than experimental model. The authoritarian-core government system had monopolized the quest further more by interference in the free press in favor of advocating the business model and transactions.
One of the successful episodes of Dubai is the sizable change from knowledge based economy into service one, which had swiftly launched various hospitality and entertainment landmarks topped by winning to host world Expo 2020. However, sighting Dubai to another urban icon will allow to discover not only the true merit of the success, but also the true reasons within the imperfections. Melbourne, with its worldly leadership and debates is great equilibrium to balance the outspoken advocacies and glamorous media
As humane experience is ever evolving and growing, while Dubai by all vocabularies is an urban turning point, which equally include worth analysis achievements and pitfalls, the research would hopefully enable many developed and developing communities to replica or to avoid.
Despite how urban communities would be similar in terms of basic survival needs and functional demands; they would differ in the responses from governing authorities; based on magnitude of common will and funding resources. The physical constraints (or opportunities) may repeated at many cities, yet the associated technologies and urban model would vary creating characteristics and personalities of each. However, the advances of telecommunications, social media and mass monopoly had allowed for common challenges that city managers worldwide confront routinely and most often.
Yet, the citizens are mostly unhappy, unsatisfied and unsure about their urban communities and the efficiency of their future growth and sustainability. This essay will address the epistemic foundations of urban planning and solutions to meet both concerns and hopes of the citizens:

The Case Study
Both of Melbourne and Dubai were launched at the same time, a few years to the dawn of 18th Century, by group of migrants who had chosen a naturally protected creek or bay to hide their settlement from intruders or attackers. Melbourne and Dubai were vibrant at a point of time, which had created the seeds of their evolutions as megacities. Melbourne and Dubai were gifted with capable management and stable course of administration succession that had enabled the continuation of their urban excellence and distinctions. Both cities became a magnet for local and international migrations, which had equally brought more energies, moneys and opportunities for business and livelihood.
